„Geschichte als Politikum“ analysiert den lettischen Transformationsprozess der letzten 25 Jahre (1990 bis 2015). Das Hauptaugenmerk liegt auf dem Dilemma der gespaltenen lettischen Gesellschaft – mit den Letten auf der einen und der russischsprachigen Bevölkerung auf der anderen Seite. Ansatzpunkt ist die These, dass es sich hier nicht primär um einen ethnischen Konflikt handelt, sondern um einen Gegensatz, bei dem unterschiedliche historische und kulturelle Deutungen im Zentrum stehen. Der lettische Diskurs um die Geschichte des 20. Jahrhunderts ist gekennzeichnet von dem Bedürfnis nach Anerkennung der lettischen Opfer kommunistischer Verbrechen, wobei die Deportationen unter Stalin eine zentrale Rolle spielen. Die Untersuchung fokussiert kontrovers diskutierte Themen, die um „Transitional Justice“, die Aburteilung der kommunistischen Herrschaft und die Aufarbeitung der Verbrechen des Zweiten Weltkriegs kreisen. Als Folge sich ablösender Besatzungsregime führt die Aufarbeitungspraxis häufig zur problematischen Gleichsetzung der Verbrechen von Nationalsozialismus und Kommunismus, zur Entstehung von Opferkonkurrenzen und zur Instrumentalisierung der Geschichte. Letzteres bewirkt eine erneute Verschärfung der Gegensätze, mit Rückwirkungen auf den lettischen sowie den gesamteuropäischen Aufarbeitungsprozess.

Die auffällige Zurückhaltung gegenüber Estland, Lettland und Litauen trug der Bundesregierung schon in den neunziger Jahren den Vorwurf ein, sie vernachlässige die baltischen Kleinstaaten zu Gunsten einer auf nationale Interessenmaximierung fixierten und an Russland orientierten Realpolitik. Diese gängige Interpretation wird in der Untersuchung zurückgewiesen. Grund für die deutsche Zurückhaltung gegenüber den Balten waren die umfassenden Pläne zur Schaffung eines friedlichen und integrierten Europas, welche die Bundesregierung bereits in den frühen neunziger Jahren in eine doppelte Zwickmühle brachten: Zum einen erwies es sich als ungeahnt schwierig, sowohl die in Maastricht auf den Weg gebrachte institutionelle Vertiefung der EU als auch deren Erweiterung zeitgleich voranzutreiben. Zum anderen stießen die deutschen Bemühungen, Russland an die westlichen Strukturen heranzuführen, auf den Widerstand der übrigen MOE-Staaten, die sich um eine Abgrenzung von Russland bemühten. Diese Schwierigkeiten hatten zur Folge, dass die Erweiterung der EU und der NATO zum einen aufgeschoben und zum anderen auf einen kleinen Kreis von Bewerberstaaten beschränkt werden musste. Die Situation wurde für die Balten zusätzlich dadurch verschärft, dass die Bundesregierung auf Grund ihrer Bemühungen, sich von der Außenpolitik ihrer Vorgänger zu distanzieren, gerade dort mit größter Zurückhaltung agierte, wo die historisch-kulturellen Verbindungen einst besonders ausgeprägt waren. Der Eindruck, Deutschland dränge auf eine Wiederherstellung der alten Einflusssphären in Mittelosteuropa, sollte unter allen Umständen vermieden werden. Diese Kombination aus praktischen und historisch-moralischen Ursachen verhinderte, dass die Anwaltschaft, welche die Bundesregierung 1991 gegenüber den baltischen Staaten erklärt hatte, in den darauffolgenden Jahren mit Leben gefüllt wurde. Ironischerweise deuteten einige internationale Beobachter eben diese Zurückhaltung als Indikator für die Rückkehr Deutschlands zu einer auf nationale Interessenmaximierung fixierten Realpolitik.
